Commercial and Procurement - Operations roles
National Highways spends in excess of £4bn per year and this will continue for the duration of Roads Period 2 which is approximately 80% of business turnover.
Our role in Commercial and Procurement (C&P) is to ensure that both the optimal commercial and procurement solutions and the optimal value adding supply base are available to National Highways.
We deliver the commercial and procurement capability via the Contract Controls Framework (CCF), the ongoing commercial management of suppliers, and the development of strategic relationships coupled with information-led targeted supplier development.
We are investing in the development of our people (technical skills, soft skills and leadership skills), modernising our processes and tools and the ongoing improvement of all areas via the rolling commercial and procurement 3 year plan.
To deliver this we are organised into nine divisions and each has very clearly defined responsibilities and accountabilities.

C&P Operations
The Commercial Delivery team provides the commercial operational services at the front line to support the delivery of our capital works and cyclic reactive maintenance and services.
We are very much an integrated team with our operational colleagues with a rich and diverse team with Apprentices, Graduates, Year in Industry Placements, Quantity Surveyors and Commercial Managers, growing talent and supporting each other.
We offer hybrid working and our modern and spacious offices are strategically located across our network to allow us to work alongside our Project Managers, Asset Managers, Finance Business Partners, and wider team.
We are very much “hands on” commercial, with 100’s of capital schemes (NEC4) each year with region budgets up to and over £100m per annum alongside the essential planned cyclic maintenance and reactive works. We see these schemes through Target Price to Final Account with the monthly assessments and certification, change management and audit.
Great teams, significant challenge…help shape our future and yours….
